This applies when an item has price and/or cost breaks based on quantity/volume (e.g., 1+, 5+, 10+, etc.). When you change an item's quantity in the quotation, the system automatically updates the cost and price to the new quantity.
To switch this off, go to the Cog -> Module Settings -> Quotations -> 'Auto refresh item prices when quantity crosses a price break'.
